David understands Arkansas has positioned itself to be the “Tip of the Spear" of “next generation nuclear energy” and recognized as part of the “New Silicon Valley”.

Howell’s platform emphasizes “New Advanced Technologies”, innovation, diverse industry partnerships, and institutional reform, with a strong reliance in education (STEM) pipelines, defense-private industry collaboration, and policy expertise to align state-level initiatives with a national shift toward energy dominance and the powering of high-demand industries like Artificial Intelligence (AI) and data centers.

District 53, of Arkansas, is uniquely situated to benefit from President Donald Trump’s emergency energy declaration and the Speed Act because of its existing nuclear power plant, skilled workforce, already existing stringent federally regulated licensing requirements of the nuclear industry, nuclear enterprise acquisitions & supply chain, geographically located next to the Arkansas River that would provide the cooling required for new advanced technology infrastructure managed by Army corps of engineer, and Arkansas Tech University (for academic collaboration & research grants).

As Arkansans of District 53 face AI transitions in the workplace, we must build out our Vo-Tech programs and workforce curriculums to train Arkansans for the high-tech trades and the skilled labor that supports a modern economy and modern families.

If we want Arkansas to lead the 21st century, we must build a robust K-16 pipeline. We cannot innovate with antiquated models; we must be open to fresh ways of learning and teaching. Our institutions and public school system should be scaling models that work, like dual-language and STEM programs, and that compliment “New Advanced Technologies” and "national security priorities”.
